ABSTRACT

Container ports operate in more challenging and volatile environments at present times. Events such as US-China trade tensions and the COVID-19 pandemic severely affect numerous container ports at various levels. Strategies pursued by container ports are key to port development and management amidst these challenges. Drawing on configuration theory, this research employs Fuzzy-set Qualitative Comparative Analysis to investigate the relation between port strategies and container throughput. The research contributes to the literature by proposing an approach to account for complexity of the port sector and offers insights into strategies adopted by major container ports. The research further identifies 10 port strategies and proposed indicators that can represent the essence of these strategies. Being able to represent strategies in a quantitative format is important for strategy analysis and performance evaluation. Results reveal that major container ports employ a combination of strategies which address both the supply and demand-side aspects of the port business. Growing digitalization and digitization coupled with advancements in information capture, diagnostics capabilities and predictive abilities means a greater role for data analytics to influence container port strategy and performance. Implications for port managers, policy makers and researchers from the perspective of port policy and management are proposed.

ABSTRACT

Seaports function as lifeline systems in maritime transportation, facilitating critical processes like shipping, distribution, and allied cargo handling. These diverse subsystems constitute the Port Infrastructure System (PIS) and have intricate functional interdependencies. The PIS is vulnerable to several external disruptions, and the impact of COVID-19 is severe and unprecedented in this domain. Therefore, this study proposes a novel general port safety framework to cope with recurring hazards and crisis events like COVID-19 and to augment PIS safety through a multi-state failure system. The PIS is divided into three critical subsystems: shipping, terminal, and distribution infrastructure, thereby capturing its functional interdependency and intricacy. A dynamic input-output model is employed, incorporating the spatial variability and average delay of the disruption, to determine the PIS resilience capacity under the stated disruptions. This study simulates three disruption scenarios and determines the functional failure capacity of the system by generating a functional change curve in Simulink. This study offers viable solutions to port managers, terminal operators, and concerned authorities in the efficient running of intricate interdependent processes and in devising efficient risk control measures to enhance overall PIS resilience and reliability. As part of future studies, given the difficulty in obtaining relevant data and the relatively limited validation of the current model, we aim to improve the accuracy and reliability of our model and enhance its practical applicability to real-world situations with data collected from a real-world case study of a PIS system.

ABSTRACT

As cruise ships call at many ports and passengers come from all over the world, it is very easy to carry viruses on cruise ships. Under the control of the epidemic situation on board, the solid waste generated by them should be scientifically treated to prevent the spread of infectious diseases such as COVID-19 pneumonia. Therefore, Reasonable selection of waste disposal ports and formulation of unloading plans are directly related to the resumption of cruise operations. This study considers the cost and risk of waste disposal, uses robust optimization to deal with waste volume, increases the scenarios of port service interruption due to epidemics and other reasons, and proposes a variety of emergency strategies. Finally, the relevant strategies are selected according to the decision-maker's preference for cost and risk;By solving the relevant examples, the optimal choice of the cruise ship waste disposal port under the epidemic situation is given, which verifies the validity and feasibility of the model. The research helps to improve the management of cruise waste during the post-epidemic period, and has practical value and guiding significance for the normal operation and development of the global cruise market. © 2023 SPIE.

ABSTRACT

PurposeThis paper presents a systematic review of the literature in the domain of maritime disruption management, upon which future research framework and agenda are proposed. Two review questions, i.e. the measures that are employed to manage disruptions and how these contribute to resilience performance, were pursued.Design/methodology/approachThe systematic literature review procedure was strictly followed, including identification and planning, execution, selection and synthesis and analysis. A review protocol was developed, including scope, databases and criteria guiding the review. Following this, 47 articles were eventually extracted for the systematic review to identify themes for not only addressing the review questions but also highlighting future research opportunities.FindingsIt was found that earlier studies mainly focused on measures, which are designed using mathematical models, management frameworks and other technical support systems, to analyse and evaluate risks, and their impacts on maritime players at the levels of organisation, transport system and region in which the organisation is embedded. There is, however, a lack of research that empirically examines how these measures would contribute to enhancing the resilience performance of maritime firms and their organisational performance as a whole. Subsequently, a Digitally Embedded and Technically Support Maritime Disruption Management (DEST-MDM) model is proposed.Research limitations/implicationsThis review is constrained by studies recorded by the Web of Science only. Nevertheless, the proposed research model would expectedly contribute to enhancing knowledge building in the specific domain of maritime disruption management and supply chain management overall while providing meaningful managerial implications to policymakers and managers in the maritime industry.Originality/valueThis research is perhaps one of the first studies which presents a systematic review of literature in maritime disruption management and proposes a future research framework that establishes the link between disruption management and resilience and organisational performance for empirical validation.

ABSTRACT

Este artigo aborda conflitos socioambientais decorrentes da construção de complexos portuários no estado do Pará a partir de três parâmetros de análise: ameaças às comunidades tradicionais, agentes envolvidos e formas de resistências daquelas comunidades. Em função da pandemia do novo coronavírus (SARS-COV-2), os procedimentos metodológicos foram redefinidos, utilizando-se da técnica de Revisão Sistemática de Literatura (RSL) agregada à pesquisa documental, observação in loco e entrevistas realizadas na comunidade de Guajará de Beja, município de Abaetetuba, um dos lócus da pesquisa. Da aplicação do Protocolo de Pesquisa (PP) da RSL resultaram dez estudos selecionados, os quais, após análise agregada aos demais procedimentos metodológicos, indicaram que as disputas por recursos naturais/locacionais, em especial para instalação de complexos portuários no estado do Pará, têm produzido conflitos socioambientais entre agentes econômicos, agentes públicos e comunidades tradicionais na Amazônia paraense.Alternate :This article addresses socio-environmental conflicts arising from the construction of port complexes in the state of Pará from 03 (communities) parameters of analysis - threats to traditional communities, agents involved and forms of complex resistance. Due to the new coronavirus (SARS-COV-2) pandemic, the methodological procedures were redefined, using the Systematic Literature Review (RSL) technique combined with documentary research, on-site observation and interviews carried out in the community of Guajará de research Beja, municipality of Abaetetuba, one of the locus of the research. The application of the RSL Research Protocol/PP resulted in 10 (ten) selected studies which, after being added to the other methodological procedures, indicating that as natural/locational resources, especially for the analysis of port complexes in the state of Pará, companies socio-environmental producers between local agents for audiences and traditional communities in the Amazon.

ABSTRACT

Despite the millenary tradition of the city, the current port of Venice was built only about a hundred of years ago and located in a suburb named Marghera. The lack of an updated regulatory plan and of suitable inland transport connections have made it difficult to increase commercial traffic after the crisis of the chemical industry, although a strong growth in the luxury cruise industry. Only the construction of new infrastructures (both land and sea side) and the recovery of many abandoned areas have given a new impetus to the port. However, the reduction in maritime traffic caused by the COVID-19 pandemic has led to a drastic decline in commercial movements and cruises, with the risk of a total economic collapse. The recent approval of the National Recovery and Resilience Plan, that identifies ports as strategic infrastructures, and the approval of the "Strategic Development Plan" aimed at establishing the "Simplified Logistics Zone of the Port of Venice and Rodigino" by the Veneto Region, have directed new investments towards the port of Venice. Furthermore, the growing awareness of the weakness of the lagoon ecosystem, the need to preserve Venice and the impossibility of enlarging the port areas have led to the need for new infrastructures that still allow the use of the current port. This article will mainly evaluate the technical-economic feasibility of new docking points outside the Venice lagoon that can be used by passenger ships of gross tonnage over 40,000 tons and by transoceanic container ships. Measures to improve the accessibility of the current seaport and dry port through new road and rail infrastructures will also be examined and evaluated. Indications are given regarding the necessary regeneration of the current sea- and dry-port and interventions aimed at ensuring greater environmental sustainability, such as cold ironing and electric mobility. © 2023 The Authors. ABSTRACT

The collection and distribution network of ports is the main cause of carbon emissions. The carbon peak is a basic policy in China, and the subsidy policy is one of the common measures used by the government to incentivize carbon reduction. We analyzed the transportation methods and the flow direction of a port and proposed a carbon emission calculation method based on emission factors. Based on the transportation time and the cost, a generalized transportation utility function was constructed, and the logit model was used to analyze the impacts of subsidy policies on transportation, thus calculating the effects of the subsidies on carbon reduction. We used Guangzhou Port as a case study, and calculated the carbon reduction effects in six different subsidy policy scenarios and concluded that the absolute carbon reduction value was proportional to the subsidy intensity. In addition, we constructed a subsidy carbon reduction efficiency index and found that the Guangzhou Port collection and distribution network had higher subsidy carbon reduction efficiency in low-subsidy scenarios. Finally, a sensitivity analysis was conducted on the subsidy parameters, and scenario 8 was found to have the highest subsidy carbon reduction efficiency. This achievement can provide decision support for the carbon emission strategy of the port collection and distribution network.

ABSTRACT

Purpose This paper aims to explore the comparative analysis of marketing strategies between seaports and dry ports. Second, this paper proposes a recommendation to improve marketing approaches in both nodes.Design/methodology/approach This research analyzes current marketing approaches to improve the freight volume and enhance interrelation between them for a comprehensive collaboration in the freight supply chain. This research employed semi-structured interviews via an e-interview questionnaire.Findings The result shows that dry port and seaport practice a mixed marketing strategy. Some marketing elements that a seaport applies are also applied by a dry port, like focusing on the target customer, joining exhibitions and face-to-face meetings. Customized service to clients, frequent discussion on the effective marketing plans and increasing the facilities at the seaport and dry ports can improve the marketing strategies in dry port and seaports.Originality/value Seaports are the critical components in esteem-driven context, which add to supply chains by creating value-added services in the transport chain. Nonetheless, research between dry ports and seaports has increasingly drawn the attention of scholars during the last decade. Having said like that, there have not been any pragmatic studies undertaken in the Malaysian context that mainly discusses the marketing prospect of the dry ports and seaports especially during COVID-19 outbreak.

ABSTRACT

Background/Aims Systemic sclerosis (SSc) is characterised by endothelial dysfunction and vasculopathy, which may lead to venous thrombosis. Here, we report four cases of extensive venous thrombosis of the upper limbs and right atrium associated with implantable venous access devices (port-a-cath) in patients with a diagnosis of SSc, who presented to our specialist centre between 2018 and 2022. Methods We retrospectively reviewed four patients with SSc and port-a-cathassociated thrombosis who presented to the Department of Rheumatology, Royal Free Hospital NHS Trust between 2018 and 2022. All patients are diagnosed with systemic sclerosis according to the 2013 ACR/EULAR classification criteria. Results Three patients were diagnosed with a port-a-cath-associated thrombosis in 2022, and one in 2018. Two patients had limited cutaneous SSc with positive anti-centromere antibodies, and 2 had diffuse subset with anti-U3RNP antibodies. All patients had a right-sided port-a-cath that had been in-situ for at least 3 years. Two patients were diagnosed with right atrium thrombus (measuring 2.2 and 3cm respectively), one patient with an internal jugular vein and right subclavian thrombosis, and one with a left subclavian thrombosis. None had a history of previous thromboembolic event. A full thrombophilia screen was negative in 2 patients, and is pending in the others. Of note, 2 patients had COVID-19 infection within the 3 months prior the thrombotic event. 1 patient had tocilizumab administered through the line, 1 rituximab and IVIG, the other 2 had prostanoids only. Conclusion We described four recent cases of port-a-cath-associated thrombosis of the upper limbs and right atrium in SSc patients with no previous history of thrombosis. This highlights the increased risk of thrombosis related to long term indwelling catheters in SSc and demonstrates the potential interplay between covid microvasculopathy and the associated thrombotic risks reported with both ACA and antiU3RNP antibodies in SSc. We note that from previous reports the relative lower risk of adverse outcomes in SSc patient receiving parenteral nutrition. Further research into frequency of port-a-cath-related thrombosis in SSc patients is warranted, especially with use of prostanoids, and adequate screening and non-invasive follow up might be needed to avoid life-threatening thromboembolic complications. Import and export trade has become an organic part of China's national economy. Import and export trade accounts for nearly 35% of the national economy, which is a major part of China's economic growth. This article takes Shanghai Port as an example, collecting and analyzing the exporters of Shanghai Port in China from January to May 2020. Compared with the relevant data of the same period in 2019, this article discusses the major commodity categories that are affected by the epidemic situation in the export trade volume of Shanghai Port, giving countermeasures according to the influence situation in order to stabilize the quantity of this category in the future and reduce the risk of lower port trade volume of the export commodity categories affected by public health emergencies in China's port trade. At the same time, some suggestions and countermeasures are given to the ecological environment problems affecting the sustainable development of ports.

ABSTRACT

This study examines the development of a machine-learning model to forecast weekly throughputs of dry bulk cargo in the short term based on automatic identification system (AIS) data. Specifically, the weekly amounts of iron ore exported from several major ports in Australia and Brazil in the latter half of 2019 are forecasted three weeks in advance using a long short-term memory model. We examine many variables extracted from AIS data, including the vessel position, speed, draught, and destination, as the input features of the model. Consequently, we develop a highly accurate forecasting model that uses four influential variables derived from AIS data, namely, vessel traffic around the target port and in the region, vessel traffic at major partner import ports, and vessel traffic at the target port during the past year. Finally, by forecasting the weekly port cargo throughputs in the first half of 2020, which was affected by the COVID-19 pandemic, the applicability of the model is confirmed, even for ports where the throughput fluctuates significantly. In particular, this study demonstrates that AIS data are beneficial not only as a real-time traffic database but also as a database containing various related explanatory variables, including historical vessel traffic. ABSTRACT

To cater to the gradually increasing sizes of ships, several traditional container ports in East Asia built deep-water wharves to attract shipping carriers to berth, a decision that is considered highly reasonable because it allows for shipping carriers to gain a cost advantage. For traditional Far East/Europe (F/E) trunk routes, shipping carriers must deploy vessels that are large enough at hub ports to maintain low transshipment costs. However, for a port to attract shipping carriers, it should be able to first meet the cargo demand of these carriers. The port would also need to improve the loading ratio to enjoy the cost advantage. Simultaneously, the port should leverage the loading and unloading efficiency of the terminal to gain a competitive advantage. Although the port congestion observed at the F/E trunk during COVID-19 was not as serious as that in North American ports, it was sufficient to affect the route deployment and port selection decisions of shipping carriers. Currently, because the size of container carriers is the most critical factor in the reduction of shipping costs, as demonstrated in this study, the upsizing trend of container ships is regarded as a highly relevant aspect in the deployment of trunk routes and the selection of hub ports. © 2023 National Taiwan Ocean University.

ABSTRACT

To achieve environmental sustainability on ships, stakeholders should make efforts to reduce emissions. Port authorities are crucial to attain this goal by introducing new policies. This study takes the Port of Long Beach as an example to assess port-wide ship emissions and explain the significance of shore power policy. Additionally, the study considers the impact of disruptions, such as the COVID pandemic, on ship emissions. The analysis compares data from three years before and after the pandemic to examine the relationship between ship waiting times, quantities, and emissions. The findings indicate that the majority of port-wide ship emissions are generated by berthing or anchoring vessels, from ship auxiliary engines and boilers. Furthermore, ship congestion due to reduced port productivity during the pandemic significantly increased emissions from berthing and anchoring vessels, with the emission proportion increasing from 68% to 86%. Adopting the shore power policy has effectively reduced ship emissions in port areas, and increasing the number of ships utilising shore power will be instrumental in tackling excessive ship emissions.

ABSTRACT

The COVID-19 pandemic led to port congestion and disruption to global logistics and supply chains. While previous research has examined the impact on port performance and economics, social issues, such as the impact on port personnel (including pilots), have been overlooked. In this context, this paper examines the challenges experienced by Chinese pilots during the pandemic through in-depth interviews with 28 pilots. It shows that the draconian pandemic control measures adopted in China, rather than the pandemic itself, impaired pilots' physical and mental health, reduced their availability, and introduced new safety hazards, which curtailed both the port's capacity and ability to provide efficient and safe pilotage and resulted in sub-standard services. The findings suggest that there is a serious issue regarding the absence of effective mechanisms for pilots to raise their health and safety concerns and how these might be addressed by port administrators and/or local authorities. Worker participation and involvement in occupational health and safety management was problematic. These findings have implications for pilot station management at both company and government administrative and legislative levels.

ABSTRACT

The outbreak of COVID-19 has impacted the shipping industry while the extent of the impact is still not fully understood. To quantitatively investigate the relationship between pandemic-related factors and port operations, a panel regression analysis is conducted using data from three important Asian ports, Shenzhen, Hong Kong, and Singapore. Daily data from the Automatic Identification System (AIS), Oxford COVID-19 Government Response Tracker (OxCGRT) database, and port authorities from January 2020 to December 2021 are utilized. Local newly confirmed cases of ports tend to negatively impact cargo throughput, while worldwide newly confirmed cases outside of ports tend to positively impact cargo throughput. Overall, the policy implications are that ports with better control of COVID-19 reap the benefits of more cargo throughput. In addition, countermeasures against COVID-19 and other epidemics should be designed deliberately to minimize the side-effect on port operations and maritime transportation.

In the paper, there are presented digitalization development results for Arctic port activity management in ice season within Industry 4.0 period under climate change and COVID-19 pandemic. In study, there are used situational analysis, web technologies and building database methods in distributed networks. As the research result, to increase the efficiency and reliability of port activity management in ice season within environmental economics, it is proposed the using of geodata from remote sensing and modelling. As the digital managerial support instrument, it is proposed to use aggregate modular managerial decision support system, which integrate the heterogeneous hardware and the software resources in distributed networks. As the research results, there are demonstrated examples for arctic ports in the area of the Ob and Yenisei rivers. The research results presented in this article has significant scientific novelty and can be useful to different players within Arctic port activity management in ice season, including insurance business. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.

There are many inevitable disruptive events, such as the COVID-19 pandemic, natural disasters and geopolitical conflicts, during the operation of the container port supply chain (CPSC). These events bring ship delays, port congestion and turnover inefficiency. In order to enhance the resilience of the CPSC, a modified two-stage CPSC system containing a container pretreatment system (CPS) and a container handling system (CHS) is built. A two-dimensional resilience index is designed to measure its affordability and recovery. An adaptive fuzzy double-feedback adjustment (AFDA) strategy is proposed to mitigate the disruptive effects and regulate its dynamicity. The AFDA strategy consists of the first-level fuzzy logic control system and the second-level adaptive fuzzy adjustment system. Simulations show the AFDA strategy outperforms the original system, PID, and two pipelines for improved dynamic response and augmented resilience. This study effectively supports the operations manager in determining the proper control policies and resilience management with respect to indeterminate container waiting delay and allocation delay due to disruptive effects.
